The Lord petitions Israel to repent and return to him, so he may show them mercy. He is saying to them that the chaos of their existence is under God's Law, just as all creation is. And though times come that challenge, that create unsettled surroundings and situations, that all is a part of His great will. Even in the day of Jeremiah the Prophet, the Lord was calling for the return of the obedient so they could discover what is means to have faithfulness come through them.
But because of their inclination to rebel, Israel was not set apart from the effects of their inequity. They were and are constantly tossed around by destruction and devastation. The hardest part about this is, they only learn to become harder. They only learn what they learn, and understanding is not with them.

"Thine own wickedness shall correct thee, and thy backslidings shall reprove thee: know therefore and see that it is an evil and a bitter thing, that thou hast forsaken the LORD thy God, neither is My fear in thee, saith the Lord GOD of hosts."

It is not what happens that is meant to be feared, it is always that the will of God is upon His creation that should bring us into reverent fear. The fear of God is the foundation of loving Him. In order to understand His will, we are meant to acknowledge His Authority. It is by that authority that all things were created, including that which brings the storms and that which shelters the heart.
The Christ Jesus is the vessel of the Holy One of God. He is the living Word, the Authority through which all came to be. We are in the final day when this has been made known. The living form of Truth, through which by faith we can seek to reconcile ourselves to the Almighty Father. Christ Jesus is the second grace, salvation in the form of the Messiah. The final sacrifice that atones for the sins of first the Jew then the Gentile. Through Christ Jesus, the obedience that Israel always struggled with, is fulfilled by the light duty of faithfulness.

“Come to me, all you who are weary and burdened, and I will give you rest.

Take my yoke upon you and learn from me, for I am gentle and humble in heart, and you will find rest for your souls.

For my yoke is easy and my burden is light.”

God's Law has not changed. His anger brings consequence upon the earth. But because Christ Jesus has come and shown us the true gospel, our faith in him brings us out of consequence, and the sea is calmed. For faith leads us back into obedience, as servants of love.
Persevere. Give everything, every storm, over to Christ. Because everything, every storm is under his authority.
